Addressed to governors of the Roman provinces in defense of persecuted Christians. He argues that it is unjust to persecute Christians as atheists, since they adore the one true God, Creator of the world. Defends freedom to practice one’s own religion, and stresses that all authority comes from God and that Christians are not enemies of the State, giving details of Christian worship. The final section makes clear that Christianity is not a new philosophy but a divine revelation.
