An exceptional serial killer goes beyond the cruelty and sadism of the genre, and include among his victims close relatives of the President of the United States. "Level 26" refers to the fact that it is the only level above the maximum level of evil -"level 25"- among torturers. There are many details of vengeful cruelty or techniques to make people suffer, both in the murderer who is being sought and in the investigators who track him down: the latter resort to alcohol, extortion and promiscuity whenever they consider it necessary.
