Against the historical background of intrigues in the Court of St. James, the book depicts the Duke of Wellington's efforts to save Portugal, in spite of the traitors in high places secretly opposing his methods and playing the spy for the enemy. Like a good suspense plot, the story revolves around secrecy and action. The drunken blunder of a young English officer gives the plotters their chance to upset a delicate balance. Their influence causes the Portugese Council of Regency to demand that the culprit - the brother-in-law of Sir Terrence O'Moy, British adjutant-general at Lisbon - be made a scapegoat.
